passive air defense
- All measures, other than active air defense, taken to minimize the effectiveness of hostile air action. These measures include deception, camouflage, dispersion, and the use of protective shelters such as hardened aircraft shelters or blast pens. It includes bomb disposal and medical services but does not include the use of balloon barrages.
